Demographic Information ServicesStart Date: October 2000 Completion Date: September 2003 Information Services staff continue to actively participate in regional projects such as the List Inflation Group and the UPCI (now known as the Health and Care Number) project. Practice list size information relating to Dentists is now being received from CSA. The publication of Census 2001 data is awaited. This is an ongoing project, extend timescales through to September 2004. This links with PFA 2002/03 Action 15.1. Central Knowledge Management SystemStart Date: October 2001 Completion Date: March 2002 Slip the production of the scoping paper 12 months until October 2002 due to current workload pressures. Interagency FlowsStart Date: April 2001 Completion Date: September 2003 Information Services staff continue to play a key role in the development of information flows for targeted services and areas with Education and Library Boards, Housing Executive, Police Service of Northern Ireland and Voluntary Organisations. Ongoing work accordingly extend timescales to September 2004. This links with PFA 2002/03 Action 1.1. Activity and Outcome MeasuresStart Date: October 2000 Completion Date: September 2003 During this period the focus has been on working with the other Boards and appropriate Trusts to develop a common understanding of what constitutes ambulatory services. Currently drawing up guidance to ensure consistent recording of ambulatory activity. The development of activity and outcome measures is an ongoing project, extend timescales through to September 2004. This links with PFA 2002/03 Action 13.2. Development of Financial Information FlowsStart Date: October 2000 Completion Date: September 2002 The specification of the data items has been completed along with the evaluation of potential information sources. Software is currently being developed. This links with PFA 2002/03 Action 13.2. Waiting List Dataset Extract - AcuteStart Date: October 2000 Completion Date: March 2001 The inpatient dataset has been agreed, tested and is being received monthly from Acute Trusts. The data items for the outpatient dataset have been agreed. Amendments are required to Trusts software and the project cannot proceed further until staff from the Directorate of Information Systems (DIS) make the necessary amendments to the software. It is suggested that the completion date be extended to March 2003 to facilitate software amendment, testing and the introduction of a monthly extract flow. This links with PFA 2002/03 Action 5.11. Waiting List Dataset Extract - PAMsStart Date: October 2000 Completion Date: September 2003 The specification of data items for the PAMs waiting list dataset has been completed. A phased programme for the delivery of PAMs waiting list data has been produced and the information has started to flow from the initial PAMs groups. This links with PFA 2002/03 Action 5.11. Development of Dental Information FlowsStart Date: October 2001 Completion Date: September 2002 Slip project by 12 months due to current workload pressures. Completion will now be September 2003. Day Care/Day Centre Activity InformationStart Date: October 2000 Completion Date: September 2001 Day care information has been collected for inclusion in the Programme of Care Strategies. No further work is required for this project. Care Management ReturnsStart Date: October 2000 Completion Date: March 2001 The data items have been specified. An electronic flow of information has commenced from Homefirst Trust. Currently receiving a paper flow of information from Causeway Trust. Extracts of Care Management databases have been developed within both Homefirst and Causeway Trusts and these are forwarded to the Board each month. However, the data is for residential and nursing home packages and does not include domiciliary care. Extend timescale to September 2002. This links with PFA 2002/03 Action 4.1. Domiciliary Care InformationStart Date: April 2001 Completion Date: March 2002 Information relating to home help and respite activity is being provided. This is an ongoing project extend timescales to September 2004. This links with PFA 2002/03 Action 4.1. Community Service Activity at Muckamore AbbeyStart Date: October 2000 Completion Date: March 2002 It is recommended that this project be dropped as it has been overtaken by the Regional Muckamore Project which is looking at the development of a core hospital and the implications for the development of supporting community infrastructure. Winter Pressures DatasetStart Date: October 2000 Completion Date: November 2001 The Board's Winter Pressures monitoring has been harmonised to fit with the Department's requirement in order to minimise workload on Trusts. It is understood that winter pressures monitoring will be an ongoing requirement for the foreseeable future and accordingly will be factored into future implementation plans spanning the winter months. This links with PFA 2002/03 Action 4.4. ICU/CICU/HDU InformationStart Date: April 2001 Completion Date: September 2002 Basic snapshot information on the number of ICU, PICU and HDU levels available each day at 9.00 am has been developed using the Emergency Admission Co-ordination Centre. There is a need to develop more detailed information relating to actual bed usage. It is recommended that this project be extended through to September 2003. Children's Services Planning/Childcare PartnershipStart Date: October 2000 Completion Date: September 2002 An Information Sub-Group has been established and a report produced identifying the gaps in available information. The report also made recommendations as how to address the gaps. Information Services staff continue to be part of each CSP Sub Group as well as participating on the Regional Group developing a core dataset of information available from each of the agencies/organisations involved in the CSP process. It is recommended that since this is an ongoing process, the timescales should be extended through to September 2004. This links with PFA 2002/03 Action 1.1. Information to Support Equality SchemesStart Date: October 2000 Completion Date: March 2002 Information Services staff continue to participate in the Regional Equality Information Steering Group and Sub Groups. An audit of the availability of information on the nine equality groupings on each information system used by Trusts has been carried out and a report drafted. Work will be ongoing over the next 2/3 years to upgrade information systems to facilitate the capture of equality information. This will be an ongoing project and it is recommended that the timescales be extended through to September 2004. This links with PFA 2002/03 Action 16.1 - 16.5. Development of Policies and ProceduresStart Date: October 2000 Completion Date: September 2003 The Information Communication and Technology Security Policy was approved by the Board in November 2001. The amendment of existing policies and procedures and the introduction of new ones as required is an ongoing process. Timescales should be extended through to September 2004. Development of InfrastructureStart date: October 2000 Completion Date: September 2003 Computing hardware continues to be replaced and software upgraded as necessary. It has been decided not to replace the Finance Server in County Hall due to the impact of the HPSS Server Consolidation Programme which will consolidate services for NIHPSS on a single site. This is an ongoing project and the timescales should be extended through to September 2004. This links with PFA 2002/03 Action 15.2. Development of Intranet/InternetStart Date: October 2000 Completion Date: September 2003 Both sites have been established and are updated regularly with, for example, a synopsis of the papers for Board meetings. This is an ongoing project and the timescales should be extended through to September 2004. CSA Primary Care InformationStart Date: October 2000 Completion Date: October 2002 Prescribing and dispensing data is now been received and proclarity software installed. This is an ongoing project and the timescales should be extended through to September 2004. This links with PFA 2002/03 Action 2.6. GP Clinical Information Systems - Improved Analysis/Linking Morbidity and Chronic Disease Management Data and Prescribing GuidelinesStart Date: October 2000 Completion Date: October 2003 Information Services staff continue to work with CSA to develop the existing information flows. Staff are also visiting practices to promote and develop the use of practices' clinical information systems. This is a series of three linked projects which is ongoing and the timescales should be extended through to September 2004. This links with PFA 2002/03 Action 2.5, 2.6, and 2.8. Primary Care Benchmarking IndicatorsStart Date: October 2000 Completion Date: September 2002 Indicators include Health Promotion, Chronic Disease Management and GMS Services Payments. This is an ongoing Project. Primary Care Benchmarking will be expanded to include new GP contract. Extend timescales through to September 2004. This links with PFA 2002/03 Action 2.13. Primary Care Practitioner ProfilesStart Date: October 2000 Completion Date: September 2003 Initial specification of data items has been completed and information flows in respect of GP Practices, Dentists, Pharmacists and Optometrists have commenced. This is an ongoing project and timescales should be extended through to September 2004. This links with PFA 2002/03 Action 2.1. Efficiency Improvements Using EDI - General Medical ServicesStart Date: October 2001 Completion Date: September 2003 Project implementation is outside the control of the Board. Directorate of Information Systems and the CSA have projects underway which should progress this and Board staff are involved in these projects. The main projects are the implementation of the Exeter system at the CSA , the UPCI project and the GP ICT Modernisation project. Efficiency Improvements Using EDI - DentalStart Date: October 2000 Completion Date: September 2003 Project implementation is outside the control of the Board. Training courses being identified. Data Protection Act 1998 awareness sessions
held for staff at Board Headquarters, Registration and Inspection Unit and for
Primary Care Practitioners. Identification of training needs and organizational
development is an ongoing task. Extend timescales through to September 2004.
